- First-pass rate, delay and rework are inherited from how the inspection was planned, requested and assigned, long before the inspector arrives, starting with an inspection plan built by hand from the specs.
- Your schedule depends on parties you do not employ. The testing lab, the engineer of record, and the special inspector licensed by the building official rather than hired by you, whose final report gates your certificate of occupancy. None of them report to you. All of them can stop your job.
- Silence is the event nobody measures. An unanswered request looks exactly like one that is moving, because systems record what happened, not what did not. Turn coordination into a leading indicator instead: response time, aging requests, and how many open requests are past 48 hours with no reply.
