Rocio de los Reyes

Rocío de los Reyes Cadenas is a senior Civil Engineer and Quality Management leader with more than 18 years of experience driving quality excellence across major infrastructure and design build megaprojects in the United States, Canada, and Europe. She currently serves as Corporate Quality Director USA at FlatironDragados, where she leads the development, implementation, and continuous improvement of Quality Management Systems aligned with ISO 9001 and internal corporate standards.
Throughout her career, Rocío has overseen quality strategy for some of the largest transportation, water, and tunnel projects in the U.S., including the Hampton Roads Bridge–Tunnel, Gordie Howe International Bridge, LAX People Mover, California High Speed Rail, and multiple state DOT megaprojects across Texas, California, New York, Georgia, Maryland, Virginia, and Hawaii. Her expertise spans corporate quality governance, internal auditing, contractor oversight, materials compliance, and multidisciplinary team leadership.
