Quality Program Manager PCL Construction
Terry Brickman serves as the Quality Director for PCL Construction Services, Inc., where he leads the implementation and oversight of quality management programs across North American operations. With over 37 years of experience in the construction industry, Mr. Brickman has played a pivotal role in delivering some of the continent’s most complex and high-profile infrastructure projects.
Most recently, he served as the Quality Program Manager on behalf of LA Gateway Partners for the $1.2 billion LAX Consolidated Rent-A-Car (ConRAC) facility. Delivered under a Public-Private Partnership (P3) utilizing a Design-Build-Finance-Operate-Maintain (DBFOM) model, the six-million-square-foot structure—comparable in size to the Pentagon—consolidates 28 rental car companies and accommodates 17,000 vehicles. The project includes the world’s largest gas station within its multi-level Quick-Turn-Around (QTA) facility, featuring 186 fuel dispensers, 64 maintenance bays, and 37 car washes.
Prior to ConRAC, Mr. Brickman was the Construction Quality Manager for the $2.3 billion Midfield Satellite Concourse at LAX, where he led a 24-person quality team. He also directed quality management for the $1.75 billion, five-million-square-foot American Dream Entertainment & Retail Complex in New Jersey, a project that required extensive coordination across 11 steel fabrication facilities in North America and China.
Earlier in his career, Mr. Brickman held the role of Vice President, Quality Management and Lean Transformation at PCL’s U.S. Operations headquarters. In this capacity, he spearheaded the development and execution of PCL’s national quality and lean construction programs, setting the foundation for consistent project delivery excellence.
